kernel/timer.c: move some non timer related syscalls to kernel/sys.c

COMPAT_SYSCALL_DEFINE1(sysinfo, struct compat_sysinfo __user *, info)

Only one of those should be in kernel/timer.c.  Who wrote this thing?
